File A Title IX Violation Complaint

Is there a scholarship, program, club or other organization at your school or group that you worry violates Title IX?

Good news is that anyone can quickly and easily file a complaint with the U.S. Department of Education Office of Civil Rights. 

Here is how:

1. Determine whether you have a likely Title IX violation.

Here’s a quick test:

a. Does the school or group receive federal funds? Nearly all public K-12 schools and all universities and colleges (including private) receive money from the U.S. federal government.

b. Does the scholarship, program or club exclude a gender? Here are some real-life examples. [screenshots from annual report]

c. There are exceptions for choirs, beauty pageants, sororities, fraternities, women’s centers, single-sex sports and others. Is your case outside these exceptions?

If the answer is yes to all three, go to step 2:

2. Collect this info:

  • Screenshot any website, email, flyer or brochure promoting the violating scholarship or program, and save a link where it appears online.
  • Name and address of the school
  • Find your local Department of Education Office of Human Rights (OCR)
  • Consent form template. Each complaint requires you send a signed letter (such as in a PDF — digital signature OK) 
  • Complaint form template
  • Draft an email to the OCR governing the school in question. 
  • Attach a PDF or Word document of the letter to the email
  • Attach a signed consent form
  • You may also send a copy of the email to the university president and counsel.
